Bountiful City Form of Government
The Council-Manager form of government is the most common form of city government in the United States. The City Council, made up of six individuals, functions as the City’s legislative body adopting laws and policies as allowed by federal and state law. The Mayor serves as the head of the Council. The Bountiful City Council is also designated as the Board of Directors of the Redevelopment Agency of Bountiful, and has powers and duties as are specified in the Utah Neighborhood Development Act. The City Manager is a career administrator appointed by the City Council. The City Manager serves as the chief administrative officer of the organization. This role includes hiring and supervision of all staff, preparation of the annual budget, and acting as the City Council’s primary advisor.
